How to sell to Bolivia: one QR for every bank

Bolivia made interoperable QR mandatory across its financial system. How local customers pay, what it costs, and how to settle by PIX in Brazil.

Bolivia usually gets left out of expansion planning — and it is a market where digital payments work better than most people assume, thanks to a regulatory decision Brazilians recognise instantly.

1. How Bolivians pay

Interoperable QR. The Central Bank of Bolivia made QR payments interoperable across the entire financial system: a single code is read by a customer of any institution — bank, credit union, housing finance entity or development finance institution.

There is no such thing as "bank X's QR". It is the same principle that made PIX work in Brazil: when a payment works everywhere, it stops being a choice and becomes the default.

The numbers show the effect: between 2021 and 2024, the value transacted by QR in Bolivia multiplied by 48. By January 2025, QR already represented around 27% of the total value of electronic transfers in the country.

Bank transfer — for what falls outside the QR flow: high tickets, corporate customers, operations requiring a traditional bank record.

2. What it costs

Processing rate, flat per-transaction fee and — again — the sale lost for not offering the local method. In a market where QR became the default, arriving with international cards alone means competing at a disadvantage from the first click.

3. How the money reaches you

What about the legal side?

Law 14,286/2021, applying to operations from 2 January 2023, made it optional to keep foreign-currency export proceeds abroad and freed their use for any lawful purpose. Bringing money into Brazil became a choice — tax and documentation rules still apply, so align with your accountant.

  1. Accept interoperable QR. It is the fastest-growing method and the one locals use.
  2. You do not have to pick a bank — interoperability removes that decision.
  3. Keep bank transfer for high tickets.
  4. Price in bolivianos.
  5. Define the settlement route before scaling.

The lesson beyond Bolivia
